as far as I'm concerned of , it doesn't work that way, the ballot is by way of per lot , hence some get partial application. Also there were few categories for ballot, so statistically speaking bumiputera easier get, just like matriculation. Nothing racist or to rude about. just explaining cos someone asked why they applied way more but didn't get any

I also don't understand your logic of using different account. for example, applying 100 lots from 1 account and 20 lots from 5 accounts, any differences at all? mind clarify?
