the fact is
1) dividend policy is no change
2) dividend payout remain twice a year
3) the board proposed dividend with reinvestment plan (DRP), and it will involve issuance of new shares which subject to Bursa approval
4) bursa approved issuance of new share on 6 Aug, but it subject to other compliance

I believe the management is busy with those compliance requirements, thus they yet announce the dividend ex date and payment date
