2. Buyer will issue LOI and provide BCL or PoF
3. Seller (allocation holder) will provide LOA (Letter of Agreement)
4. Seller will issue full FCO including delivery schedules
5. Buyer and seller sign SPA with allocation holder showing manufacturer mandate
6. Buyer will issue LC (for big quantity SBLC)
7. SGS at factory warehouse
