The Edge....Misleading headline. Those direct nego are extension of existing contracts and supplementary contract to the existing contracts. For instance , how to call open tender for supply raw ID Card while still want to use Dsonic's design and technology?

If government don't want to change the existing passport and ID，it will be forever direct nego with Dsonic for extension, supply raw mat and maintenance. How to ask government to call open tender for supply raw mat while still want to use Dsonic's passport design and technology? It's doesn't make sense right?
