they did not lose money, the loss was mainly from impairment but in terms cash from operation it actually increase you can check their last qr

dividend is distributed from retained earning not current year profit. somemore this is paper loss, not impacting on th cash flow.
Thus, by law GM still allowed to distribute dividend, it is really upto the BOD to decide
