PAC to Government: Provide SOP for asset maintenance

KUALA LUMPUR (March 14): The Parliament’s Public Account Committee (PAC) has urged the Government to draw up a comprehensive standard operating procedure (SOP) to maintain its assets for long term use.

This was among the proposals submitted by PAC in its report on the management of the existing facilities development projects at the Bukit Jalil National Sports Complex (BJNSC) which included the Kuala Lumpur Sports City (KLSC), following safety issues raised in the Second Series of the 2017 Auditor-General Report.

PAC chairman Datuk Seri Dr Ronald Kiandee said the Malaysia Stadium Corporation (MSC) rightly should allocate adequate funds to meet the cost of maintenance of the complex.

"MSC should provide the estimated need to adequately finance the cost of maintenance for the complex including a bench mark study on the best stadium in the country.

"The Parliament PAC also urges the Ministry of Youth and Sports (MYS) to provide a budget and additional allocation estimate, if MSC cannot generate enough funds," said Kiandee in a statement which was issued today.

Kiandee said PAC also recommended that MSC collaborated closely with Rukun Juang Sdn Bhd (RJSB), a subsidiary of Malaysian Malaysian Resources Corporation Bhd (MRCB), which implemented the project to provide SOP and train MSC staff.

In addition, PAC also suggested that MYS and MSC obtained and kept important documents related to the project such as as-built drawings and maintenance records in digital format.

"We also recommend the Auditor-General conduct a follow-up audit of MSC two-year from the date the PAC report is tabled," Kiandee said.

According to him, PAC had called the MYS secretary general Datuk Lokman Hakim Ali and MSC chief executive officer, Azman Fahmi Osman during the proceedings on Jan 9.

Based on information from the proceedings, MYS had succeeded in implementing the project in a short period of time, which was 17 months, before the 2017 Kuala Lumpur Games.

"The issuance of the Certificate of Completion and Compliance (CCC) to RJSB was after approvals from the Fire and Rescue Department and other local authorities that confirmed the BJNSC was in good condition as desired by the government.

"The implementation of the project by the RJSB is also of high quality because it has successfully gained recognition at the international level after undergoing a redevelopment process," he said.

According to him, among the 10 national and international ranking awards won were the Best Stadium by the World Stadium Congress 2018 Award (Netherlands); Outdoor Lighting Award 2018 (Bangkok); and International Architecture Award 2018 (United States of America).

Meanwhile, MRCB, in a statement, took cognisance of the views submitted by PAC regarding the redevelopment of the KLSC in Bukit Jalil.

"MRCB has examined the views expressed by the Public Account Committee in its newspaper report on the redevelopment of KLSC in Bukit Jalil.

"The MRCB takes into account the view and expresses its gratitude for the recognition of the committee and the government on our achievement regarding the project," said the company in a brief statement today.
