KUALA LUMPUR (Jan 12): The Ministry of International Trade and Industry (MITI) has released a list of essential services that are allowed to operate during the enforcement of the Movement Control Order (MCO) effective 12.01am tomorrow.

Essential Services List (as at Jan 10, 2021):

A. Manufacturing

  1. Aerospace including maintenance, repair and overhaul (MRO)
  2. Automotive manufacturing and after-sales services
  3. Food, beverage and its chain of supply
  4. Packaging and printing
  5. Household items, personal care products (fast-moving consumer goods — soap, personal care products and others) and cleaning supplies and its chain of supply
  6. Healthcare and medicine including dietary supplements
  7. Personal protective equipment (PPE) and fire safety equipment
  8. Medical components
  9. Electrical and electronics
  10. Oil and gas
  11. Petrochemicals and petrochemical products
  12. Chemical products
  13. Machinery and equipment
  14. Ceramics (ceramic as material in glove making)
  15. Metal and steel
  16. Textile (for those involved in PPE supply)
  17. Furniture sector, and
  18. Production, distillation, storage, supply and distribution of fuels and lubricants.

B. Construction

  1. Construction:
    1. Critical maintenance and repair work
    2. Major public infrastructure construction works, and
    3. Construction works for buildings that provide complete accommodation at construction sites or workers housed in the Central Labour Quarters (CLQ).

C. Services

  1. Financial services and its chain of supply:
    1. Financial institutions (banking, insurance, takaful and other entities licensed, approved or registered with Bank Negara Malaysia), and
    2. Capital market entities licensed, registered or monitored by Securities Commission Malaysia.
  2. Municipal and local government services:
    1. Pawnshops/community credit (licensed moneylenders)
    2. Solid waste/sewerage management
    3. Public cleaning, and
    4. Premises cleaning and sanitation.
  3. Telecommunication and digital infrastructure including ICT serviecs and global business services (GBS)
  4. E-commerce and its supply chain including e-marketplace services, digital payments and local e-commerce internet centres
  5. Hotels and lodging
  6. Agriculture, fishery and livestock sectors, including veterinary services:
    1. Management of farms, swiftlet nests, horses, animal processing plants, slaughterhouses, livestock, livestock feed mills, vaccine suppliers, livestock management, pet shops (livestock transfers only at night)
    2. Disease control and regulation of livestock production, livestock inputs and products related to the livestock industry (including exports and imports), and
    3. Health management, disease diagnosis and animal treatment.
  7. Utilities (water and power)
  8. Professional services (including accountants, lawyers, auditors, engineers, architects), scientific (including R&D) and technical (including maintenance)
  9. Security services
  10. Security and defence
  11. Land, air and sea transport
  12. Port, dock and airport services, including cargo loading and unloading, shipping, storage or commodity shipping

D. Logistics businesses

  1. Warehousing and logistics
  2. Food and beverage services, sales and delivery, and
  3. Retail/distribution/wholesale.

E. Agriculture and commodities

  1. Agriculture, fisheries and livestock and its supply chain, and
  2. Plantations and commodities and their supply chains.

F. Others

  1. Any service, work, industry and business as determined by the Minister of Health after consultation with the authorities regulating the service, work, industry and business.
