Dato' Sri Mohd Shafiq bin Abdullah has served in numerous Government Agencies at various capacities over the span of 30 years, including as a Senior Private Secretary to the fourth Prime Minister of Malaysia. Prior to joining the civil service, he was actively involved as a volunteer managing Vietnamese Refugees in Malaysia.

He holds a Bachelor of Arts in Political Science from the National University of Malaysia and Masters in Public Administration from Meiji University, Japan. While at Meiji University, he focused on emergency response management by stressing the need for Government to enhance strategic policies and promote disaster resilient societies through social capital model. While serving the Malaysian Civil Service, he was very much involved in policy formulation, implementation as well as monitoring of Government Programs. This includes holding strategic positions in the areas of healthcare management, digital procurement and infrastructure development especially public-private partnerships. After serving for six years as the Deputy Secretary General in the Ministry of Health Malaysia in February 2021, he was appointed as the Secretary General of the Ministry at the height of the COVID19 global crisis. He was appointed as Director General of the Public Services Department a year later.

He has constructively contributed to many Boards namely the Inland Revenue Board of Malaysia, Malaysia Qualification Agency, Medical Device Authority, National Heart Institute, Malaysia Highway Authority, MySalam Foundation an Iskandar Malaysia. Currently, Dato' Sri is the Advisor to the Selangor Red Crescent Society.
